AFE TRAINING WORKSHOPS
IN:
Value Chain Program Design: Promoting Market-Based
Solutions for MSMEs
KEY PERSONNEL
AFE workshops are
led by AFE staff and consultants with extensive training and
facilitation experience. The professional qualifications of
these individuals are summarized below.
Frank Lusby (Executive Director) – Mr. Lusby is an
enterprise development professional with over 30 years
experience in subsector/value chain analysis, program
design/implementation and monitoring. He has conducted both
long and short-term assignments throughout Africa, Asia, and
the Caribbean. As Executive Director of Action for Enterprise
(AFE) he has helped the organization become a leading
authority in value chain-based enterprise development, has
provided direct technical support to field activities
worldwide, and has overseen administrative, market
development, and strategic management issues. Prior to AFE, he
served as Chief of Party for a USAID-funded enterprise
development project in West Africa. Mr. Lusby is an active
participant, speaker, and trainer in enterprise development
forums and conferences worldwide. He holds an MBA in
International Business, a bachelor's degree in Finance, and is
fluent in French. He has also authored numerous papers on
value chain and market development approaches.
Henry Panlibuton – Mr. Panlibuton is an international
development professional with over 20 years experience in
industry and value chain analysis; export trade promotion;
design and implementation of micro, small, medium-scale
enterprise (MSME) development programs; training; impact
monitoring and performance evaluation; and multi-country
project and program management. He has conducted program
design and/or implementation in many sectors including
agro-processing, food retail, information and communications
technology, ready-made garments, pharmaceuticals, textiles,
manufacturing, and banking/financial services. Currently
serving as AFE Country Director in the Philippines, he is
responsible for implementation of several value chain
development programs. As a senior manager with AFE he
co-authored AFE’s innovative approach to program design and
implementation. He provides technical assistance to AFE
programs worldwide, and has led or co-facilitated 25 training
programs worldwide.. Prior to AFE, he served as a Program
Director for TechnoServe in Ghana. Mr. Panlibuton holds an MBA
in International Management from Thunderbird - School of
Global Management.
Scott Merrill - Mr. Merrill has significant
experience facilitating private sector development programs
having managed the implementation, monitoring and evaluation
of a wide variety of projects in both rural and urban areas of
Asia, Africa, and Middle East. He has prepared and conducted
trainings in value chain analysis and program design worldwide
and has contributed to AFE publications on “Working with Lead
Firms in Value Chains”, “Facilitation of Outgrowing
Operations” and “Promotion of Health Products and Services
through Market Development”. Prior to working with AFE, Mr.
Merrill worked in Bangladesh with a wide range of donors,
international NGOs, and the private sector. He also has
experience in private sector project management. Mr. Merrill
holds an MA in International Relations & International
Economics from the Johns Hopkins University School of Advanced
International Studies (SAIS).
Jaclyn Flewelling - Ms. Flewelling has ten years
experience conducting enterprise development and microfinance
programs both internationally and in the U.S. As a Program
Manager with Action for Enterprise she has led teams to
conduct value chain program designs in Bangladesh, Rwanda,
Vietnam and Cape Verde, has facilitated AFE training programs
worldwide, and has authored several publications. Ms.
Flewelling also provides technical support to AFE’s ongoing
activities in Lebanon in various agricultural value chains.
Prior to joining AFE, Ms. Flewelling worked with Habitat for
Humanity where she was responsible for developing and
implementing global strategies for expanding access to housing
finance. She has been actively involved in providing business
consulting services for private sector companies both in the
US and abroad and has extensive experience promoting the
production and export of household products from Latin
America. As a Peace Corps volunteer in El Salvador she
promoted coffee production and also established an
agricultural training and civic center. Ms. Flewelling is
fluent in Spanish and Portuguese and holds an International
MBA from the Moore School of Business at the University of
South Carolina.
Richard Woodhull - Mr. Woodhull is an experienced
private sector development practitioner with significant
international experience in the area of enterprise
development. With Action for Enterprise, he has facilitated
trainings in value chain program design and contributed to the
development of training materials on working with lead firms
in a value chain context. Additionally, he has provided
technical support to AFE’s programs in Zambia, the
Philippines, Bangladesh and Yemen. Prior to working with AFE,
he performed investment analysis in Cambodia for a private
investment firm and worked with UNDP’s Growing Sustainable
Business Initiative to broker private sector investment into
the country. Additionally, he has spent time doing research at
the World Bank Institute and performing financial due
diligence for a global financial services firm. Mr. Woodhull
is proficient in French and holds an MA. Honors degree from
the University of St. Andrews in Scotland.
Steffen Cambon – Mr. Cambon is a skilled enterprise
development professional with extensive experience in
agro-commodity value chains and international trade. He
recently worked sourcing organic food ingredients on behalf of
Global Organics Ltd, a Massachusetts-based importer of organic
food ingredients. Prior to this he worked with AFE in Bosnia
and Herzegovina on a value chain development program to
facilitate market linkages (between international buyers,
exporters and collectors of medicinal and aromatic plants),
trade show participation, IT solutions and food safety
standards implementation. He currently conducts value chain
program design and training activities on behalf of Action for
Enterprise and other development organizations. As an
entrepreneur, Mr. Cambon developed international market
linkages in Senegal for producers of crafts, processed cashews
and dried fruit for an Italian fair-trade network. As a Peace
Corps volunteer in Senegal he worked in agroforestry extension
(cashews and tropical fruit trees) and community development.
From 1991-1995 he lived in the Russian Federation, where he
worked for NBC News, the Boston University study abroad
program, and as an intern with the National Democratic
Institute. Mr. Cambon is fluent in Russian and holds a Masters
degree from the Institute for Development Studies (Sussex
University) in the UK.
Alfons Eiligmann – Mr. Eiligmann is an experienced
trade promotion specialist with over 14 years of experience in
trade promotion and industrial development cooperation. His
areas of expertise include trade promotion marketing;
handicraft sector development; trade fair promotion;
organization of trade delegations, congresses and seminars;
preparation of market studies; project evaluation. He has
extensive professional experience in a number of countries,
including Burkina Faso, Cameroon, Chad, Egypt, Estonia,
Eritrea, Ghana, India, Kenya, Latvia, Lithuania, Madagascar,
Mali, Morocco, Russia, Tanzania, Tunisia, Uganda, Ukraine,
Zimbabwe. As a Senior Consulting Associate with AFE, Mr.
Eiligmann works with AFE to conduct both training workshops
and consultancies in value chain development. A German
citizen, he has degree in agronomy from the University of
Göttingen and is fluent in English and French, in addition to
his native German.
